Kenya Temporarily Blocks Telegram to Curb Exam Cheating

Kenya’s Communications Authority (CA) has requested telecom companies to temporarily block Telegram during specific exam hours to prevent exam malpractice. This decision comes as students have reportedly used the platform to share exam answers, prompting a temporary ban across major networks like Safaricom, Telkom Kenya, Jamii Telecom, and Airtel Kenya.

On Friday, Netblocks, an Internet monitoring group, confirmed the disruption, stating that restrictions on Safaricom were consistent with past instances when Telegram faced similar blocks. Kenya experienced a similar ban on Telegram in November 2023, which reportedly led to significant business losses due to connectivity challenges, with estimated losses of around KSh 4.2 billion.

Exam Hour Restrictions and Economic Impact

In a letter dated October 31, the CA directed telecom providers to suspend access to Telegram during exam hours7:00–10:00 am and 1:00–4:00 pm on weekdays until November 22. The CA’s directive highlighted that while other social media platforms have cooperated in curbing misuse, Telegram’s approach has been less collaborative, leading to the decision to implement temporary restrictions.

Last year, Kenya faced substantial financial consequences from a similar restriction on Telegram, with Netblocks estimating daily losses of about KSh 537 million. During that ban, six administrators of Telegram groups were detained for their alleged involvement in exam malpractice.

Telegram’s Response to Regulatory Pressures

Telegram’s stance on privacy and government cooperation has softened slightly in recent months. In September 2024, Telegram updated its privacy policies, allowing limited sharing of IP addresses and phone numbers with law enforcement for criminal investigations. This shift followed the arrest of Telegram’s founder, Pavel Durov, in France, highlighting the tension between privacy advocates and regulatory bodies.

Despite these changes, Telegram remains a popular platform for unfiltered content and large group chats. With nearly 1 billion users globally, it has become a vital tool for open communication — but it is also increasingly under scrutiny for how it can facilitate misuse.

The Ongoing Debate Over Privacy and Regulation

The restrictions placed on Telegram raise broader questions about privacy and government oversight. While platforms like Telegram advocate for unfiltered communication, the risk of misuse — particularly in contexts like exam cheating — poses challenges for regulatory authorities. In Kenya, the CA’s actions balance maintaining educational integrity and supporting businesses relying on uninterrupted digital platform access.

As the temporary ban continues, the economic and social impacts of such restrictions remain debatable. Telegram’s evolving policies may help alleviate government concerns, but the platform’s clash with regulatory frameworks highlights the complex relationship between technology, privacy, and governance.
