Speculation:
Customer care in Kenya is just at another level. Zero effort. I think it is the area least served by actual professionals. Companies probably just hire anybody who can answer a phone call, send a tweet and respond to email. Occasionally.

Seems Airtel Kenya is experiencing downtime on their 3G/4G network. Only 2G is up. To make calls, lock your phone to 2G for now.
